Analysis: Ireland finds sweet spot in euro zone turmoil

DUBLIN (Reuters) - On Europe's battered bond markets, Ireland has found it doesn't take much to stand out from the crowd.

Anaemic growth and slow progress towards stabilizing its debt mountain have been enough to turn the country into the poster child for the periphery, the subject of a stream of praise from euro zone leaders scrambling for a good news story.

To maintain the momentum Dublin needs to avoid slippage in growth numbers that are barely skirting recession and hope that European leaders follow through on promises of bold action.

"Most of the numbers are pretty bad, there's a depression in domestic demand and the banks balance sheets are still damaged," said Stephen Kinsella, professor of economics at the University of Limerick.

"But if you look at our yield performance next to Italy and Spain, you start to see Ireland in a more favorable light," he said. "In the land of the blind the one-eyed man is king."

Ireland's surprise issue of medium-term bonds last week, the first by a country in an EU/IMF bailout program, capped a stellar year in the bond market in which the premium investors demand to hold its debt over Germany's shrank by 60 percent.

Ireland's 10-year bond spreads over their German equivalent have fallen by 14 percent in five weeks, outperforming all its peripheral rivals and falling back to levels last seen before it entered its bailout in November 2010.

The crowning achievement of Ireland's year-long bond market run, the issue of 4.2 billion euros of new debt last week, was at least as much down to external trends in the wider euro zone as to improvements in the national economy.

"Bond market investors seem to reckon that buying Irish bonds at high yields is a good risk-return trade-off in a world that offers either paltry yields on safe-haven government debt ... or scary prospects of default on peripheral debt," said John Velis, head of capital markets research at Russell Investments.

"The Irish treasury authorities are profiting from exploiting this sweet spot."

Ireland's bond market surge has come despite mixed data on the economy. Gross domestic product shrank by 1.1 percent in the first quarter. After posting growth of 1.4 percent last year, the first in four years, the government expects a rise of 0.7 percent for the year.

Despite having the fourth highest unemployment rate in the euro zone and stagnant domestic demand, it is expected to be the only country in the euro zone periphery to post growth this year and next, according to a recent survey by Morgan Stanley.

IRELAND EYES ECB ACTION

As Ireland's outlook has improved in recent months, a deepening crisis in other parts of Europe's periphery has heaped pressure on the continent's leaders to consider previously taboo steps.

Much of the recent fall in Irish bond yields followed a statement by European leaders that they will look at cutting the cost of Ireland's bank bailout by October.

A promise by European Central Bank President Mario Draghi to do everything needed to save the euro gave Dublin a shot in the arm on the day of last week's auction, with the head of the debt agency saying it boosted demand by 20 percent.

The country's prospects now depend on promised concessions from Europe outweighing the drag which the euro zone recession is having on Ireland's key export sector. Merchandise exports to the euro zone fell 5 percent in the six months to June, but total exports were up 3.8 percent.

Another major risk is that the government will be forced to pick up the tab for large new losses on property loans at state-owned banks or the National Asset Management Agency, which is bidding to recoup 32 billion euros it paid for bad property debts.

But with a four-year head start tackling its banking crisis, investors see the risks in Ireland as far smaller than those now emerging in Spain and Italy.

"It's on schedule, it's on track, the idea and the plan is in place," said Owen Callan, senior dealer at Danske Markets, a primary dealer in Irish bonds.

"Other countries are much further behind, they're still at the panic stage, particularly in Spain at the moment and they don't really know how to fix this," he said.

She?s probably the most hated telephone salesperson in America. ?Rachel? from Cardholder Services has a pleasant voice and an interesting sales pitch. Her recorded message promises to help you lower your credit card bills. People across the country are fed up with her unwanted and illegal robocalls.

?It?s annoying and frustrating. There?s no way to stop them,? said Mike Jones, a computer engineer in Fisco, Texas, who has gotten so many unwanted calls from Rachel that he?s written several blog posts about her.

Illegal robocalls are also being used to sell mortgage relief, extended car warranties, vacations and home security systems.

The Federal Trade Commission says the problem is getting worse. Despite numerous prosecutions to shut down illegal robocall operations, the number of complaints about these automated phone calls ? on both land lines and cell phones ? has skyrocketed in the last two years. In October 2010, the FTC received about 65,000 complaints about robocalls. By April 2012, the number had soared to 212,000.

"We are ratcheting up our efforts to stop this invasion of the consumer's privacy," said FTC Chairman Jonathan Leibowitz.

That includes a summit to be held Oct. 18 in Washington, D.C., to figure out how to combat this growing problem.

Why is it getting worse?
The FTC has gone after a dozen companies over illegal robocalls. To date, violators have paid more than $5.6 million in penalties.

Since 2010, the FTC shut down the companies responsible for more than 2.6 billion illegal telemarketing calls. And NBCNews.com has been told that more investigations are under way.

The FTC?s Will Maxson says technology has made it easier for scammers to break the law. Internet voice technology (VoIP) makes it cheaper to make more calls and disguise the phone number (a process called ?spoofing?) to help avoid detection.

?So the costs have gone down and the ability to set up robocall operations anywhere in the world has increased, which has made robocalling a more profitable endeavor for fraudsters,? Maxson said.

Investigators say a sleazy telemarketer only needs a few people ? maybe one out 100 ? to take the bait to make money. Some of the people who respond to these robocalls lose thousands of dollars.

At its summit in October, the FTC plans to bring together law enforcement, telemarketing professionals, telecommunications experts and consumer groups to explore new ways to trace robocalls, prevent identity spoofing and stop the illegal calls from going through in the first place.

The goal is to do something other than just chase the bad guys around the world and try to shut them down one by one.

Howard Schmidt, President Barack Obama?s former cybersecurity coordinator, tells me he believes this is the right approach.

?No matter how many laws you pass, technology will make it possible for fraudsters to get around them,? he said. ?That?s why it?s important to use technology to combat this misuse of technology.?

Know your rights
Nearly all telemarketing robocalls are illegal, unless you have stated in writing that you want to receive automated calls from the company in question. This ban, which took effect in 2009, applies to all phone lines, whether or not they are listed on the Do Not Call Registry.

Robocalls are legal if they are purely informational and don?t try to sell you something. This includes robocalls from political organizations and charitable groups, as well as surveys.

(AP) ? Gabby Douglas believed two years ago, when she convinced her mother to let her move halfway across the country.

Martha Karolyi became a convert over the winter, when the bubbly teenager with the electric smile developed the tenacity required to be a champion.

Under the brightest lights, on the biggest stage, that belief shattered a glass ceiling.

Even if the first African-American to win an Olympic all-around title didn't quite realize it.

"I kind of forgot about that," Douglas said with a laugh.

Don't worry, Gabby, the world is going to have fun reminding you.

Douglas soared her way into history Thursday night, leading the whole way to climb a mountain paved by Ron Galimore, Dominique Dawes and a handful of others who showed the sport isn't just for the white or the privileged.

"How inspiring is that?" said Natalie Hawkins, the woman who allowed her then 14-year-old "baby" daughter to move from Virginia to Iowa in 2010 after Douglas convinced her that she was good enough to compete at the top.

She didn't have to wait long to find out.

Douglas was still trying to get used to the feeling of having her second gold medal in three days around her neck when Oprah chimed in.

"OMG I'm so THRILLED for Gabby. Flowing happy tears!!" Winfrey posted on Twitter.

Karolyi, the U.S. women's team coordinator called it "history made" while Liang Chow, the coach who channeled Douglas' precocious talent, believes his star pupil is "ready to move onto higher things."

She certainly looked like it on a flawless night in which Douglas grabbed the gold during her first event and never let silver medalist Viktoria Komova of Russia come close to wrenching it from her hands.

Explosive on vault and exquisite on uneven bars, Douglas never trailed. Though she sealed the third straight women's all-around title for an American with a floor routine that delighted the O2 Arena crowd, it was her pretty set on beam that provided the difference.

The event is a 90-second test of nerves, a twisting, turning ballet on a 4-inch slab of wood 4 feet off the ground. And for months, Douglas struggled to find a rhythm on it.

She led the national championships after the first day, only to hop off the beam moments into her first rotation of the finals, opening the door for world champion and friendly rival Jordyn Wieber to claim the title.

Wieber watched the Olympic finals from 20 rows up in the stands with the rest of Team USA after failing to make it out of qualifying. Teammate Aly Raisman never really recovered from a workmanlike set on bars and an uncharacteristic wobble on beam.

Raisman ended up tying with Russia's Aliya Mustafina for third, but the steely Russian earned the bronze on a tiebreaker, a wrenching setback for the American captain, an integral part of the group that won the first U.S. team gold in 16 years on Tuesday.

There were no such technicalities involved with Douglas, not even on the beam. She dazzled with a sparkling 15.5, never wavering, never wobbling, never losing focus.

This was the same girl who was so out of sorts when the team arrived in London a couple of weeks ago that Karolyi ordered Chow to give her a little pep talk?

Chow's message that day wasn't complicated. He urged Douglas to ignore the pain in her leg from a minor muscle strain and get down to business.

"He just said that everyone has pain, so just go out there and you know, why are you focused on that?" Douglas said. "He said, 'You're at the Olympics, and put that behind you, and, if you don't push it now you don't have a chance, you'll regret it.'"

She didn't. Not after winning her mother over with the idea her future lay in Iowa with Chow instead of her family's home in Virginia Beach. Not after those long days in the gym when she would ask herself, "Why do I have to do this?" only to go and do it anyway.

And not after a little boost from Karolyi. The legendary coach made Douglas a surprising choice for the American Cup in New York in March. At the time, Karolyi said she just wanted Douglas to get some needed experience against a talented field.

But she knew.

She'd known for months.

She'd seen it during the training camps at the Karolyi Ranch north of Houston, where Douglas started to showcase the world-class talent Chow had spent a year unlocking.

Douglas went and won the whole thing that day at Madison Square Garden as an alternate, the asterisk next to her name officially making her ineligible for the title actually won by Wieber.

Still, the message had been sent. Douglas was ready.

"I foresee it," Karolyi said. "She charged every single competition she did better and better."

By then, Douglas' mom was won over. She raised four kids largely on her own, and tearfully made the decision to let her youngest train with Chow. She doubted herself but looked at the list of "pros" and "cons" her eldest daughter wrote up, and understood go she had to let go. Just a little.

Even if it hurt.

"I must have lost my marbles," Hawkins said. "But she wanted this more than anything."

And Douglas worked like it. Chow believes she just needed time to grow up. She's just 16.

Funny, she certainly looked all grown up on Thursday night. On a night that would turn most girls her age to tears, Douglas smiled. She laughed. She acted as if she expected to be here all along.

"She demonstrated she is an Olympic champion," Chow said.

One that could have a major influence on her sport.

Unlike some of her peers, Douglas looks like she's having fun out there. There is no drama when she competes, just joy. She has an energy that will make advertising executives swoon and likely turn her into a millionaire in the near future.

But this was never about money. It wasn't even about breaking down barriers. It was simply about challenging herself.

She never doubted she could be the best. Even when she was the only one who thought so.

"I wanted to seize the moment," she said.

History was just a bonus.

There were several options to choose from, and at the end of the poll, the clear frontrunner answer was ?the economy.? I easily pointed to six months of negative economic reports, 2013 Tax Code changes, the fiscal responsibility summits in Europe, CMBS delinquencies and persistently high unemployment, but these are obvious sound bites. What seems to be different is that we?re actually seeing inflation fall and innovation increase.

The Fed is implementing more than 200 easing actions to support economic growth, which means rates will stay low for an extended period of time. This will result in increased interest in higher-yielding investment vehicles with a recurring income component, such as real estate. We are already seeing it happen. Normally, July and August are slower months for the commercial real estate industry, but our office is the busiest it has ever been. Existing clients are calling in to re-engage in debt financing and equity raising services for properties that have crossed occupancy threshold projections sooner than anticipated. Owners are clearly interested in collaborating to ensure a property is bought or sold and are being particularly flexible and creative. Unsolicited calls from buyers at all levels have been pouring in to seek out non-institutional acquisition opportunities and request assistance in structuring their capital stack. Debt funds with ?softer? rates?below the 8 percent mark?are popping up and betting on real estate as their source for best yields.

I am thankful my office is busy, but I know I must continue to pursue the unknown and find solutions to existing problems that will help investors maximize returns. Unemployment still needs a swift kick in the pants, and innovations in technology, education and healthcare will pave the way.

Big-box tenants like Best Buy are realizing it?s time to create smaller footprints and adapt to consumers? ever-changing buying habits. Healthcare providers and science and technology development spaces, often known for working in separate silos, are bringing down the walls and co-locating so basic research facilities, clinics and small-scale manufacturing are all in one place. Apple?s soon-to-be-built 2.8 million-square-foot campus will not only house 13,000 employees but also create 1.5 jobs elsewhere in the county for every job added there. Using innovation to create market power is a fantastic approach to reposition a property and combat one of our biggest misfortunes in today?s economy.
