The educational legislation known as No Child Left Behind was initially embraced by the education and the public policy sectors, but since its inception criticisms have grown as to such effectiveness of policies that advocate for standardized testing versus more traditional assessment methods. Nevertheless, standardized testing has grown to include higher education, spurred in part by a 2005 Department of Education commission report lamenting the lack of transparency in higher ed practices. In response, many U.S. colleges and universities have adopted standardized student outcomes assessments and partnered with organizations such as Voluntary System of Accountability to better meet accreditation requirements, evaluate teaching effectiveness and, on the national stage, provide the foundation for educational policy recommendations.

These tests may prove useful to higher education institutions, but observers say that their accuracy may be suspect, as the tests typically don?t effect a student?s grade and they are less inclined to try to do their best. Attempts to incentivize test takers with better course grades and/or financial incentives have proved successful in the past, but are not always possible to implement on a wide scale.

A 2012 study from the Educational Testing Service in Princeton, NJ, published in Educational Researcher, ?Measuring Learning Outcomes in Higher Education: Motivation Matters,? investigates the links between student motivation, motivational instruction and test format on standardized test scores. More than 750 participants representing a mix of race, gender and academic aptitude with at least one year of college experience were offered $50 to complete a 36-item multiple-choice test and essay question online, followed by a survey that measured student motivation. Students signed one version of three possible consent forms: 1) individual test results could be shared with faculty and potential employers (the ?personal? condition); 2) individual test results would be private, but scores would be averaged from all participants from that college and could be shared with faculty and employers (the ?institutional? condition); or, 3) test results were for research purposes only and would not be shared (the ?control? condition).

Key study findings included:

  • ?Students do not exert their best effort in taking low-stakes outcomes assessments ? [C]onclusions about value-added learning changed dramatically depending on the test of choice and the motivation levels.? There was no difference in overall performance outcomes across the three participating higher educational institutions involved in the study:? a research institution, a master?s institution and a community college.
  • Student motivation and performance were both consistently higher for the multiple choice component of the test. The researchers suggest that essay tests require more effort and motivation.
  • Motivated sophomores performed as well as the typical senior regardless of condition: with respect to test performance, ?the motivational effect for sophomores was as large as 2 years of college education.?
  • Students assigned to the ?personal? condition group performed on average 41% better than those in the control group; those assigned to the ?institutional? condition group performed on average 23% better than control group participants. Students in the ?personal? group also scored significantly higher on the personal essay component of the test.
  • The researchers suggest that many factors may influence student motivation levels, and that while linking a bonus to student performance may encourage performance, there are ways to motivate students that do not incur financial costs.
  • Seniors in the institutional condition did not excel at the essay-writing component of the test: ?it may take a stronger reason than caring about one?s institutional reputation for seniors to be serious about writing an essay.?

The researchers suggest that low student motivation on standardized tests has likely resulted in underperformance; this could influence an institution?s reputation for good or ill: ?Institutions doing a good job of motivating students could achieve significantly higher rankings than institutions doing a poor job of motivating students, even though their students may have comparable academic abilities.?

Past research has also found that motivation and test performance are linked. A 2007 study shows that ?some individuals do not try their best when no performance based incentives are provided, though these individuals are not the less able ones.?

Palmasani, a veteran guidance and college admissions director, has written a really smart, accessible book on how to successfully navigate the financial side of the college admissions process, from assessing what you can afford to helping you compare costs and analyze award letters.

Parents who are otherwise practical often lose sight of practicality when they begin thinking about their children?s college education. Yes, college is an investment in their future, but creating mountains of debt doesn?t help a student become more independent. The stories are everywhere: a 2010 piece in the New York Times about a 26-year-old New York University student who managed to accumulate $100,000 in student debt or a 2009 graduate of Northeastern University with $200,000 in debt in a 2010 Yahoo Finance article.

Harvard University has a sticker price of more than $55,000, as do many of the more selective private colleges and universities. But the ?Harvard Plan? offers free tuition and free room and board to any student whose family?s income is less than $60,000. Fifty-eight types of cancer are now on the official list of covered illnesses for people who were exposed to toxins at the World Trade Center site after the attacks on Sept. 11, 2001. The ruling follows the recommendation of an advisory committee of experts who reviewed scientific and medical evidence.

This means people who developed cancer after exposure to the toxic ash can apply for benefits from the World Trade Center Health Program. The program was created with a $4.3 billion fund set up to compensate people ? including rescue workers, volunteers, and residents ? who became sick in the aftermath of the disaster.

When L'Atelier?de Jo?l Robuchon?opened in Taipei over three year ago, it was the first restaurant in the City operated by?a three-Michelin-star chef. The restaurant set a new standard for the industry in Taipei and, in my opinion, still unmatched by any other western restaurants. My friends have often accused me of only favoring and writing about L'Atelier. I don't deny the charge, but what are the alternatives? I flirted with Yannick's All?no's STAY many times last year, but the restaurant wasn't consistent and never really loved me back. I ventured to other western restaurants in town, which are often a little cheaper, but only to find ordinary or terrible experiences, certainly not worth dressing up for nor the hassle of hiring a babysitter to care for the kids. If the intent is to spend good money on a great dining experience, why not go with the best in town?

Actually, L'Atelier is not just a restaurant for special occasions. While it is still pricey, in late October the restaurant introduced a new set menu for lunch at the price of NT$980 plus 10% service charge. A few weeks ago my friend and I tried this new lunch, which includes?an amuse bouche, a starter with around six choices, the roast of the day (generally pork or chicken), dessert of the day, and coffee or tea. We started with the bread basket and an amuse of foie gras mousse with Parmesan foam. For the starter I went with the calamari stuffed with salted cod, a dish with simple ingredients?exquisitely presented?that I always enjoyed. For the main course, my friend ordered the pork while I tried the chicken. The meats were served with some roasted vegetables and the justifiably famous mashed potato on the side. While both the chicken and the pork were cooked well, I liked the pork a little better. The portions were generous - mine was essentially half a chicken. The dessert of the day was a tart, similar to the ones at the Salon de Th? on the third floor of Bellavita, that was nicely plated and served with a scoop of ice cream. To finish I ordered a double espresso that was served with a canel?. The new set menu at lunch is a great deal. Just the dessert and espresso would have cost over NT$300, even in some random half decent pastry shops around town. While the price for lunch is relatively low, there was no skimping on the food nor service.?The starter and the main course were both expertly prepared and beautifully presented. As usual the service was wonderful. My friend who doesn't frequent fine dining establishment was so satisfied that he vowed to return for lunch with his new girlfriend in the near future.

Of course?L'Atelier de Jo?l Robuchon Taipei?is still very much a restaurant "worth a detour" to celebrate a special occasion. Besides the unfantastic fling with STAY a year or so ago, my wife, Maria, and I have dined at L'Atelier for our wedding anniversaries. In fact, our first dinner ever at L'Atelier Taipei was on our anniversary: a memorable meal executed with precision by the kitchen led by the first Chef de Cuisine, Yosuke Suga. The next anniversary dinner was under the careful watch of the second Chef de Cuisine, Angelo Aglian?, who ran L'Atelier for two great years, sometimes with an Italian sensibility. Since late November, L'Atelier has a new?Chef de Cuisine, Xavier Boyer.

Prior to coming to Taipei, Boyer ran the kitchen of the New York branch of L'Atelier after Suga departed for Taipei. While in New York, Boyer earned two Michelin stars. Now Boyer is following Suga's footsteps again and lands in Taipei. While I never tried Boyer's L'Atelier in New York, it is nice to have a New York connection again in Taipei. It is also interesting to note?that now Taipei has a L'Atelier while New York doesn't (the branch closed in the summer this year); this was something?unimaginable?to me a few years ago and still boggles my mind.

With a new chef in charge, I expected some changes at L'Atelier; after all, L'Atelier means workshop. Sure enough Boyer immediately started tweaking the menu and adding some new dishes.?Like any good chef Boyer started to try out some local products and to use them. Since Boyer is French I expected the L'Atelier to shed some of its?Italianness?and move back towards France.?While this is the case, Boyer's cuisine still surprised me a bit. At a dinner in early December, I was able to try some of the new dishes. The starter, salmon tartare, came with flying fish roe mixed in. The roe gave the dish a nice texture, almost like pop rocks. Boyer looks to have an interest in providing different textures in the dish. The same can be said for another new dish, braised pork cheeks. The fork tender pork was served with even softer tofu, crunchy vegetables (carrots and cucumbers), and topped with crispy Middle-Eastern rice noodle. While the texture was contrasting, the flavor was harmonious with depth. Boyer also seems to be more playful than his predecessors and stretches the realm of influences to more regions in the world. An off-the-menu new dish paired local shrimps with basil and Gorgonzola cheese raviolis and was served with a flagrant Thai broth. I was surprised by the combination of seafood and cheese, but it worked.

Recently, we returned to?L'Atelier again for our anniversary dinner. This time I asked Boyer to just cook for us. People often ask the chefs in Japanese restaurants to just cook for them without looking at the menu. Why not do the same in a western restaurant? Sometimes, it is best to just trust the chef. Furthermore, instead of going through the thick wine list, leave the wine selection to the sommelier. Since I don't know anything about wine, I just put myself in the more than capable hands of Beno?t Monier.?Beno?t started our night with a Bellini-like drink made with champagne and fresh raspberry juice, a refreshing drink and actually my first ever cocktail at L'Atelier.

Since many of the dishes for our dinner were new, even for the front of house staff, and can't be found elsewhere on the web, I took some pictures, and pretended to be a real food blogger.?Chef started with a delicious canap? of sea urchin "br?l?e" on lightly fried polenta and garnished with some arugula and a slice of toasted baguette. The food was served on a beautiful golden plate which made the dish a bit harder to photograph with my iPhone. Actually, our golden anniversary would be something to look forward to.


The first course was a "salad" of foie gras terrine, arugula, radishes, black truffles and potatoes. I love this dish, not often seen at L'Atelier. The last time I had something similar was two years ago when Chef Robuchon was in town. At that time, the foie was served with Parmesan shavings. If I have to complain a little bit about the dinner it was the garnishes for the first two dishes were the same: arugula and slices of toasted baguettes. Otherwise it was perfect.
The next course was a shrimp served on a tomato pur?e?and topped with fried Middle-Eastern rice noodles, which provided a nice crunch.?Beno?t?poured us some white Burgundy by Leroy, to enjoy with the seafood dishes. I really enjoyed the wine, which was fruity with nice acidity.
This was followed by a large scallop served on?top of cauliflower pur?e. The drops of chili oil gave the dish a little kick in the mouth, which was a nice surprise.
The fish course was Maria's favorite dish of the night. The skin of the fish was very crispy, providing a nice texture. The sauce is an orange juice and balsamic vinegar reduction that has an almost Asian sweet and slight sour taste. To further the Asian flavor, the baby cabbage on the side was tossed with some ginger and garlic, which gave the vegetable a very pleasant crunch and heat. It was also a pleasure to see fennel, a seasonal vegetable rarely seen in Taiwan.
After the seafood courses, Chef served us a consomm? with some root vegetables and black truffle, which acted like a palette cleanser. The last savory dish of the night is a more traditional French dish. In turn Beno?t poured us a Bordeaux to pair with the food, quail and foie gras wrapped in green cabbage with a quail leg and pomme de terre pur?e on the side. The meat is slightly gamey and dish was rich and delicious.
After the savory dishes, the pastry chef,?Kazuhisa Takahashi, personally brought out a little tart with a candle in celebration of our?anniversary; just a delight. Later came a pre-dessert followed by a beautiful white dessert, which consisted of three layers: fruit?pur?e?on the bottom, rum sorbet in the middle and coconut mousse on the top. A small and delicate butterfly made of edible rice paper perched on the edge of the serving glass and meringue "straw" completed the composition and provide some texture to the dish. This was a light dessert and an playful but elegant way to end the meal.

Beno?t finished our night at L'Atelier by generously pouring us some Chartreuse, a strong drink he said will help with digestion. I told Beno?t that by coincidence we are actually working on a building that will hopefully have Chartreuse as one of the main colors on the facade. While enjoying the digestif, I can't help but wonder if any other restaurants in Taiwan would pour us an after dinner drink.


As always the service at L'Atelier is excellent. While there are some new faces, many of the front of house staff are the same as the opening three plus years ago. They are always glad to see us as we are delighted to see them.?L'Atelier?de Jo?l Robuchon Taipei takes the business of pleasure seriously and in turn we always leave the restaurant happy.?L'Atelier will evolve and Chef Boyer looks to?take L'Atelier to some interesting new directions. I look forward to the journey.

Dozens killed in Ivory Coast fireworks stampede

At least 61 people ? some of them children ? were trampled to death Tuesday when a stampede erupted after a New Year?s fireworks show at an Ivory Coast arena, officials said.

The cause of the crush, which sent dozens of injured revelers to the hospital, was unclear. The official AIP news agency said the death toll included ?many? young people.

Shoes and clothes abandoned in the pandemonium were strewn outside the stadium, and local television showed images of bodies on the ground, Agence France Presse reported.

Panicked parents were searching for missing youngsters.

"My two children came here yesterday. I told them not to come but they didn't listen. They came when I was sleeping. What will I do?" Assetou Toure, a cleaner, told Reuters.


One man looked for his 9-year-old at the morgue.

?I just saw all the bodies, but I cannot find my son. I do not know what to do,? he sobbed, according to AIP.

Another mother said she barely escaped the chaos alive.

"I don't know what happened but I found myself lying on the ground with people stepping on me, pulling my hair or tearing my clothes," she told AFP.

She said she was knocked unconscious and pulled from the crowd by a good Samaritan. She had taken two of her kids to the show and found one of them in the hospital.

Officials said the fireworks show at Felix Houphouet Boigny Stadium had gone smoothly, but something went awry as people flooded through the gate to get home.

"In the crush, people were walked over and suffocated by the crowd,? Lt. Col. Issa Sako told reporters, according to AFP.

In addition to the deaths, 49 people were rushed to hospitals with broken bones and head injuries, and an unknown number of others sought medical assistance on their own.

The fireworks show at the stadium ? where R&B singer Chris Brown had performed the night before ? was meant to celebrate a period of relative calm in Ivory Coast after bloody civil strife in 2011.

President Alassane Ouattara called the stampede a national tragedy, visited some of the injured at the hospital and began making plans for a day of mourning.

Rob and Kristen were spotted by fans, getting off the subway at London Victoria on Dec. 29 ? they?re together for New Year?s Eve!

Robert Pattinson and Kristen Stewart are not forgoing their New Year?s Eve tradition?? spending time together on the Isle of Wight ? in spite of her infamous cheating scandal of 2012. The two Twilight actors reunited in London for the holiday after spending Christmas with their respective families.

After Kristen was spotted boarding a plane out of LAX on Thursday Dec. 27, fans awaited her expected arrival in London, hoping K-Stew and R-Patz would share a New Year?s Eve kiss together as the ball drops in Times Square!

Thanks to this new photo, we know that not only will they share a kiss at midnight, but they?ll be spending a number of days together. Could an engagement happen in 2013? We can only imagine!

Spotting Rob & Kristen ? In The Eyes Of A Fan

Multiple fans spotted the darling duo in London on Dec. 29, as one tweeted, ?Just sat next to Robert pattinson and christen Stewart on the tube oh my god.? While the user, Amber Johnson, doesn?t seem like a HUGE fan (she can?t spell Kristen?s name correctly), we?re thankful for her observation.

After Amber was bombarded by other fans, asking for details, she tweeted, ?we got off at London Victoria and was standing in between them two in the escalators she was with her American pals.?

Kristen continued to wear the backwards hat she was spotted at the airport with on Thursday, while Rob looks to be wearing his MTV letterman jacket that we spotted him in while visiting NYC last week. In the photo above, Rob had his hood on, perhaps in an attempt to go incognito on the streets of London. (Good luck with that!)
