Romney gets Bush backing, but no sign of George W.

HOUSTON (AP) ? George W. Bush is as hard to find in his father's office as he is in the 2012 presidential contest.

The 43rd president appears in a gold-framed picture tucked into a far corner of the room, partially hidden by a Texas flag and a cabinet door. The placement, whether intentional or not, is a reminder of the Republican presidential campaign and the lengths to which Romney and his rivals have tried to marginalize the two-term president.

The younger Bush was an afterthought Thursday as his father, former President George H.W. Bush, met with current GOP front-runner Mitt Romney ? until a reporter raised the issue.

"I haven't met with President George W. Bush. We speak from time to time," Romney replied when asked if he had sought the younger Bush's endorsement.

Reporters were forced out of the room before they could ask more questions about Romney's connection to the Republican president who left office three years ago with the nation on the brink of financial ruin.

George W. Bush has been ignored for months in the Republican presidential campaign. But his absence has been more pronounced in recent days as Romney trumpeted endorsements from the former president's father and younger brother, former Florida. Gov. Jeb Bush, as he spent two days courting donors in Texas.

George W. Bush, who lives in Dallas, did not attend any of Romney's half dozen Texas fundraisers. He also isn't expected to follow his family's migration to Romney's camp any time soon.

While largely unspoken, both sides acknowledge Republicans would be best served by not reminding voters of the Bush legacy of gaping budget deficits, two wars and record low approval ratings. His eight-year presidency has merited no more than a fleeting reference from Romney and his rivals in debates, campaign stops and interviews.

"For now we're just staying out of it," George W. Bush spokesman Freddy Ford said Thursday, declining to comment on a possible endorsement. Ford said Bush was focused on promoting and developing his presidential library at Southern Methodist University. "That's really where he's spending his time."

In 2010, Romney gave $100,000 to the younger Bush's presidential library, according to tax records. Romney's campaign also has benefited from Bush's top talent, including strategists Stu Stevens and Russell Schriefer, who worked on Bush's two presidential campaigns. Romney campaign manager Matt Rhoades was Bush's research director in 2004.

George W. Bush's virtual absence from the presidential contest seemed to surprise even his 87-year-old father as reporters visited the senior Bush's private office in Houston to watch him endorse Romney.

"Has he endorsed you?" George H.W. Bush quietly asked Romney as reporters started to leave the room.

"Uh, no, no," Romney replied before former first lady Barbara Bush cut in. "We'll talk about that," she said.

The 43rd president has kept his distance from national politics since leaving office in 2009 with a Gallup approval rating of just 34 percent. His predecessor, Democrat Bill Clinton, had a 66 percent approval rating in early 2001 when he stepped down after two terms marred by a sex scandal and impeachment.

A plurality of Americans continue to blame Bush for the nation's economic struggles: 43 percent of voters said he deserved a lot or almost all of the blame, compared with 36 percent who point to Republicans in Congress, 33 percent who think Democrats in Congress are responsible and 30 percent who credit President Barack Obama, according to a December Associated Press-GfK poll.

In a presidential contest dominated by concerns over the economy, government spending and federal debt, the Republican candidates have been loath to acknowledge the extent to which George W. Bush's policies contributed to those problems.

There is no question that Obama's policies, including the federal stimulus program and the auto industry bailout, have swollen the deficit and deepened the debt. And three years into his presidency, Obama often falls back on complaints about the bad situation he inherited when defending his own economic performance.

But while Obama may be overly eager to blame the Bush years for the nation's problems, GOP presidential contenders seem just as eager to pretend those years never happened.

"George W. Bush is still too fresh in the minds of voters," said Republican operative Michael Dennehy, a top staffer for Sen. John McCain's 2008 presidential bid. "The Democrats' strategy is to try to pin the bad economy on him. ... It's smarter to just avoid being directly drawn into that line of attack right now."

Taking office in 2001 with a balanced federal budget and a surplus in the Treasury, Bush quickly pushed through sweeping tax cuts without nipping expenditures a corresponding amount. The tax cuts were to expire after 10 years, but Obama allowed them to remain temporarily in exchange for an extension of unemployment benefits and a payroll tax cut.

The wars in Iraq and Afghanistan launched after the Sept. 11, 2001, terror attacks never were budgeted and have cost taxpayers more than $1.4 trillion. Obama ordered the last troops out of Iraq in December, but the Afghanistan conflict is set to continue through 2014.

Bush also signed legislation in 2003 enacting a prescription drug benefit as part of Medicare, the government health care plan for seniors. The benefit is projected to cost as much as $1.2 trillion over 10 years.

Another Bush-era package was the Troubled Asset Relief Program, the $700 billion bailout for the financial industry authorized by Congress in the fall of 2008 and loathed by many conservatives. Romney supported the bailout, as did then-presidential candidates Obama and McCain.

Restaurant Industry Outlook Improves as Restaurant Performance Index Stood Above 100 for 4th Consecutive Month

Restaurant operators reported positive same-store sales for the ninth consecutive month; Operators expect sales and staffing levels to rise in the coming months

WASHINGTON, March 30, 2012 - Bolstered by positive same-store sales and traffic results and an optimistic outlook among restaurant operators, the National Restaurant Association?sRestaurant Performance Index (RPI) remained above 100 for the fourth consecutive month in February.? The RPI - a monthly composite index that tracks the health of and outlook for the U.S. restaurant industry - stood at 101.9 in February, up 0.6 percent from January?s level of 101.3.? In addition, the RPI stood solidly above the 100 threshold in February, which signifies expansion in the index of key industry indicators.

?Buoyed by continued gains in national employment and an extra day in February as a result of Leap Year, a solid majority of restaurant operators reported positive same-store sales and traffic results,? said Hudson Riehle, senior vice president of the Research and Knowledge Group for the Association.? ?In addition, restaurant operators are bullish about sales growth in the months ahead, while their outlook for the economy remains cautiously optimistic.?

?Perhaps the most positive indicator is the optimistic outlook for staffing levels in the months ahead,? Riehle added.? ?Only seven percent of restaurant operators expect to reduce staffing levels in the next six months, the lowest level in nearly eight years.??

The RPI is constructed so that the health of the restaurant industry is measured in relation to a steady-state level of 100.? Index values above 100 indicate that key industry indicators are in a period of expansion, while index values below 100 represent a period of contraction for key industry indicators.?

The Current Situation Index, which measures current trends in four industry indicators (same-store sales, traffic, labor and capital expenditures), stood at 101.9 in February - up 1.3 percent from January?s level of 100.6.? In addition, the Current Situation Index stood above 100 for the fourth consecutive month, which signifies expansion in the current situation indicators.?

Restaurant operators reported positive same-store sales for the ninth consecutive month in February, bolstered by an extra day in February as a result of Leap Year.? Sixty-three percent of restaurant operators reported a same-store sales gain between February 2011 and February 2012, up from 56 percent who reported a sales gain in January.? In comparison, just 18 percent of operators reported lower same-store sales in February, down from 26 percent who reported similarly in January.?

Restaurant operators also reported solid customer traffic results in February.? Fifty-five percent of restaurant operators reported higher customer traffic levels between February 2011 and February 2012, while just 19 percent reported a traffic decline.? In January, 46 percent of operators reported higher customer traffic, while 30 percent reported a traffic decline.

Along with steadily positive sales and traffic results, restaurant operators reported an uptick in capital spending activity.? Forty-seven percent of operators said they made a capital expenditure for equipment, expansion or remodeling during the last three months, up from 42 percent who reported similarly last month.

The Expectations Index, which measures restaurant operators? six-month outlook for four industry indicators (same-store sales, employees, capital expenditures and business conditions), stood at 102.0 in February - essentially unchanged from January?s level of 102.1.? February marked the sixth consecutive month that the Expectations Index stood above 100, which represents an optimistic outlook among restaurant operators for business conditions in the months ahead.? ?

For the third consecutive month, a majority of restaurant operators expect their sales to be higher in the coming months.? Fifty-three percent of restaurant operators expect to have higher sales in six months (compared to the same period in the previous year), matching the proportion who reported similarly last month.? In comparison, only nine percent of restaurant operators expect their sales volume in six months to be lower than it was during the same period in the previous year, up slightly from seven percent who reported similarly last month.

Restaurant operators are also generally optimistic about the direction of the overall economy.? Thirty-five percent of restaurant operators said they expect economic conditions to improve in six months, down slightly from 37 percent last month.? In comparison, 14 percent of operators said they expect economic conditions to worsen in the next six months, up slightly from 11 percent who reported similarly last month.?

For the fifth consecutive month, restaurant operators reported higher expectations for staffing levels in the months ahead.? Twenty-four percent of restaurant operators plan to increase staffing levels in six months (compared to the same period in the previous year), while just seven percent said they expect to reduce staffing levels in six months.?

Along with a positive outlook for sales and staffing levels, restaurant operators also continue to plan for capital spending in the months ahead.? Forty-nine percent of restaurant operators plan to make a capital expenditure for equipment, expansion or remodeling in the next six months, essentially unchanged from the proportion reporting similarly last month.?

The RPI is based on the responses to the National Restaurant Association?s Restaurant Industry Tracking Survey, which is fielded monthly among restaurant operators nationwide on a variety of indicators including sales, traffic, labor, and capital expenditures. The full report and a video summary are available online.

The RPI is released on the last business day of each month, and more detailed data and analysis can be found on Restaurant TrendMapper (http://www.restaurant.org/trendmapper), the Association?s subscription-based service that provides detailed analysis of restaurant industry trends.

Founded in 1919, the National Restaurant Association is the leading business association for the restaurant industry, which comprises 970,000 restaurant and foodservice outlets and a workforce of nearly 13 million employees. We represent the industry in Washington, D.C., and advocate on its behalf. Poop-to-power tech begins to smell reasonable

20 hrs.

Researchers have created a microbial fuel cell that can convert about 13 percent of the energy in raw sewage into electricity as it helps clean up municipal wastewater.

The technology under development is an improvement from two percent efficiency just a year ago, researchers at the J. Craig Venter Institute?reported Wednesday at the annual meeting of the American Chemical Society.

?That actually puts us in a realm where we could produce a meaningful amount of electricity if this technology is implemented commercially,? Orianna Bretschger, who presented the development, said in a news release.

The idea is to use the electricity generated from the microbial fuel cell to clean up wastewater for no additional energy costs. Some estimates put the energy use of wastewater treatments plants at two percent of overall consumption in the U.S.

The team?s microbial fuel cell relies on naturally-occurring microbes in sewage that produce electrons and protons as they digest organic waste. While this isn?t the first or only microbial fuel cell under development, ?its efficiency is, as Bretschger said, ?a giant step in the right direction.?

What?s more, the fuel cell cleans up about 97 percent of the organic matter in wastewater. That?s not clean enough to drink ? need 99.9 percent for that ? but the fuel cell does a lot of the work, meaning less electricity is required for the other steps.

The BPc, Internet presence and web site promotion: Social Media in ...

Everyone has heard of Facebook. Many people know that Facebook has been coerced, over recent years, to facilitate business usage - which they have - via Facebook pages. A dilemma for many companies, however, is whether to jump on the bandwagon even if it isn't considered to be a useful medium for their business. Here's the optimum answer for those who are undecided: it costs nothing and can take up very little of your time so, why not?

Twitter is a more cosmopolitan mix of business and social interaction. Business people often tweet their own opinions interspersed with corporate data, connecting with a wider audience by adding personality to a faceless company. Love it or hate it, it can be a very useful business tool, akin to the ticker-tape statements that run along the bottom of the screen on Sky Sports. Be there - or miss out on multiple opportunities of promoting your website, products, services, news, etc.

The new kid on the block in Pinterest, barely a couple of years old but already massive across the USA and growing fast. Whereas Twitter is a reading list of 'sound-bytes', Pinterest draws interest visually by letting its users pin pictures to their pin boards - either as an upload or from the internet with a link back to the website where the image is from! Not all companies will find it easy to promote themselves with images but if you have some on your website or blog, these can be pinned. Of course, those alone would be a duplication of your website content and not at all in the spirit of Pinterest (you may be punished) so you need to interact more with potential followers and re-pinners by being generous with your pins and re-pins.

At The BPc, we don't have a lot of interesting products to add to Pinterest as we mainly specialise in SEO, website design and a few graphic design projects. We use Pinterest to help our clients by pinning their interesting images from their websites, blogs or other social media. We add in some complimentary images that we like, too (but not from our clients' major competitors!)

If you feel that promoting your company via social media is a drain on your time or resources, The BPc will undertake to do it for you for a controllable monthly fee. EMAIL

Studies show how pesticides make bees lose their way

LONDON | Thu Mar 29, 2012 2:42pm EDT

LONDON (Reuters) - Scientists have discovered ways in which even low doses of widely used pesticides can harm bumblebees and honeybees, interfering with their homing abilities and making them lose their way.

In two studies published in the journal Science on Thursday, British and French researchers looked at bees and neonicotinoid insecticides - a class introduced in the 1990s now among the most commonly used crop pesticides in the world.

In recent years, bee populations have been dropping rapidly, partly due to a phenomenon known as Colony Collapse Disorder. Scientists also fear pesticides are destroying bee populations, but it is not clear how they are causing damage.

Dave Goulson of Stirling University in Scotland, who led the British study, said some bumblebee species have declined hugely.

"In North America, several bumblebee species which used to be common have more or less disappeared from the entire continent," while in Britain, three species have become extinct, he said in a statement.

The threat to bee populations also extends to Asia, South America and the Middle East, experts say.

Bees are important pollinators of flowering plants, including many fruit and vegetable crops. A 2011 United Nations report estimated that bees and other pollinators such as butterflies, beetles or birds do work worth 153 billion euros ($203 billion) a year to the human economy.

In the first of the Science studies, a University of Stirling team exposed developing colonies of bumblebees to low levels of a neonicotinoid called imidacloprid, and then placed the colonies in an enclosed field site where the bees could fly around collecting pollen under natural conditions for six weeks.

At the beginning and end of the experiment, the researchers weighed each of the bumblebee nests - which included the bees, wax, honey, bee grubs and pollen - to see how much the colony had grown.

Compared to control colonies not exposed to imidacloprid, the researchers found the treated colonies gained less weight, suggesting less food was coming in.

The treated colonies were on average eight to 12 percent smaller than the control colonies at the end of the experiment, and also produced about 85 percent fewer queens - a finding that is key because queens produce the next generation of bees.

In the separate study, a team led by Mickael Henry of the French National Institute for Agricultural Research (INRA) in Avignon tagged free-ranging honeybees with tiny radio-frequency identification microchips glued to each bee's back. This allowed them to track the bees as they came and went from hives.

The researchers gave some of the bees a low dose of the neonicotinoid pesticide thiamethoxam which they knew would not kill them and compared them to a control group of bees that was not exposed to the pesticide.

The treated bees were about two to three times more likely to die while away from their nests, and the researchers said this was probably because the pesticide interfered with the bees' homing systems, so they couldn't find their way home.

Henry said the findings raised important issues about pesticide authorization procedures.

"So far, they (the procedures) mostly require manufacturers to ensure that doses encountered on the field do not kill bees, but they basically ignore the consequences of doses that do not kill them but may cause behavioral difficulties," he said in a statement.

Obama outspends Republican campaigns by millions

CHICAGO (AP) ? With Republicans locked in a contentious and expensive primary, President Barack Obama has spent a small fortune in recent months to build and maintain a campaign operation that is larger, more diverse and more focused on November's general election than any of his opponents' organizations.

Republican contenders like Mitt Romney and Rick Santorum have surely been watching their expenses during their primary elections: millions here for ad spending, millions there for travel, rallies and consulting fees. What's left keeps the lights on, the phones ringing and the staff paid.

But Obama, who faces no serious challenger for the Democratic nomination, has sunk his cash into an expansive brick-and-mortar operation with offices in nearly every state. His campaign has spent more than $135 million on operations through February, according to an Associated Press analysis of Federal Election Commission records. That's about $3 million more than all his GOP challengers combined.

Republicans bristle over reports that Obama's paid staff exceeds 500, many of whom work in the campaign's Chicago headquarters.

"I think the campaign is single-handedly trying to lower the unemployment rate by hiring field staff," Romney political director Rich Beeson said. "When they point to the fact about how many people they've got hired and how many offices they've got, they're just trying to distract people from the reality of (how) they're going to have a heck of a time finding people to get out and vote for him."

A review of Obama's balance sheets reveals a small army of paid staffers trying to help the Democratic president win a second term. Campaign filings list more than 330 paid staffers in Chicago and 200 more spread across the country ? payroll costs that exceed $6.3 million during the last two months alone.

The numbers also suggest signs of stress.

Obama's team has spent more than $7 million since January on fundraising-related expenses like postage, printing and telemarketing, in some cases to contact the same kind of low-dollar donors who supported Obama four years ago. The campaign also spent millions more on expenses like online advertising and consulting, which in some cases can be tied to fundraising.

With offices in nearly every state, the campaign also faces rising overhead. Through the first two months of the year, Obama spent approximately $1.1 million on computer equipment, $435,000 in rent and utilities, $305,000 on telephones, and $19,000 on office supplies, federal filings show.

"We're building the largest grass-roots campaign in history," campaign spokesman Ben LaBolt said. "You can see it here, but it's really happening in the states."

The core of Obama's operation is packed into the sixth floor of Chicago's Prudential building, where 300 staffers sit side by side at long rows of tables, working from laptops and cellphones. Colorful college pennants hang from the ceiling and often represent key swing states: the University of North Carolina, Ohio State and the University of Michigan. Need a designer T-shirt or bumper sticker? A room managed by two staffers houses a swelling collection of campaign memorabilia for sale.

In one corner, more than a dozen workers field questions from journalists scattered across the country. Elsewhere, others coordinate media appearances for Obama's high-profile supporters. Other staffers focus on fundraising, voter identification, social media and campaign-finance reporting.

Beyond the Windy City, Obama's campaign said it's already opened five field offices in Arizona, a state it expects to be increasingly competitive in the fall. The campaign is also taking advantage of party resources there, relying in part on the state's Democratic Party for staffing, phones and computer equipment, records show.

Obama's operation had $84.7 million in cash-on-hand by Feb. 29. But the Romney campaign ? which is hardly hurting for cash after raising about $74.8 million ? says it's not impressed.

Romney's Boston-based campaign is a fraction of the size of Obama's, although its organization dwarfs its Republican competitors. With around 100 paid staffers, Romney has spent more than $180,000 in rent and utilities since early January in at least 16 states, records show, from Massachusetts to Utah. Santorum, whose national headquarters was technically a post office box until this month, spent just $19,000 since the beginning of the year on rent-related expenses.

Romney's ability to compete against Obama's growing organization has become a selling point on the trail.

"As Republican primary voters in Illinois, we have an opportunity to look at the field of candidates, and look at them and say, 'Who can go toe-to-toe not just with Barack Obama, but the Chicago machine that is his operation?'" Rep. Aaron Schock, a top Romney supporter in Illinois, said recently. "We cannot afford to nominate someone on our ticket who cannot withstand the barrage, who does not have the organizational strength and fortitude to go toe-to-toe with Barack Obama."

Obama's massive campaign is part of what drives supporters to give money to "super" political action committees popping up this election cycle. Major super PACs like American Crossroads, which supports Republicans, and Restore Our Future, which supports Romney, have tens of millions of dollars apiece to help, thanks to federal court rulings that have stripped campaign-finance rules to allow unlimited ? and, at times, effectively anonymous ? donations from billionaires, corporations and labor unions.

"As a general rule, the big institutional money goes inordinately to incumbents regardless of party, while outside money plays the role of balancing out the party in power or stopping a specific initiative," Crossroads spokesman Jonathan Collegio said. GOP-leaning super PACs have spent more than $50 million on TV ads this election; Crossroads is largely waiting to spend its money until the general election.

Whatever the case, the Democrats' current financial advantage is something Obama's campaign isn't taking for granted. Obama changed course last month in his criticism of super PACs and began encouraging big-money supporters to give to Priorities USA Action, a group working in his favor.

The Republican Party has opened offices in three states this month and plans to expand to four others in April.

Lady Gaga's 26th Birthday: Her 10 Best MTV Quotes!

As Mother Monster celebrates her birthday, MTV News takes a look back at her most-interesting confessions ... so far!
By Jocelyn Vena

Listen up, Little Monsters: It's Mother Monster's 26th birthday! And in that quarter of a century (plus one year!), Lady Gaga has managed to reinvent the pop wheel with her eccentric persona and pumping, politically charged dance music. When asked how she planned to celebrate another year, she simply told a Monster on Twitter, "Quinceanera."

While we'll be Quinceañera-ing in spirit, we will celebrate her colorful life and career by remembering 10 of the most-revealing bites she's shared with MTV News. So, dabble on some glitter, put on your best wig, platforms and leotard, and let's take a stroll down memory lane — in no particular order.

10. In 2009, Gaga sat down and explained that when "Poker Face" was re-imagined by Kanye West and Kid Cudi as "I Poke Her Face" (later changed to "Make Her Say"), she felt that it was time for someone to get the true meaning of the lady-love euphemism.

Check out our Lady Gaga soundboard, and leave a birthday message for Mother Monster!

"It's funny, because a lot of my fans were like, 'Gaga, Kanye wrote a song ... and it's not about what your record's about. Your record is about gambling, and this song is about dirty sex things,' " she recalled. "I said to them, 'You're wrong. Kanye was right,' " she explained, laughing.

"That's exactly what this song is about. The record is about how I used to fantasize about women when I was with my boyfriend. It was really exciting that he had so much insight into what the song was about. He's a cool guy."

9. Gaga's pop-music kinship with Beyoncé has been well-documented in two songs: G's "Telephone" and B's "Video Phone." When Gaga headed to shoot the Hype Williams-directed video for "Video Phone," she had this message for the team: "I said, 'I want to do you in your video, and I want to tribute you. I want to dress up like you,' " Gaga recalled telling her co-star. "And Hype Williams ... was so excited. He was like, 'Gaga, I want no makeup on your face.' It was really stripped down — real Beyoncé hair, and we wore the same outfit in the video, and I [paid tribute to] her."

8. Gaga's love for her hometown of NYC is hardly surprising, and she shared on the MTV special "Inside the Outside" that when she sat down to write the track "Marry the Night," "he" was the perfect muse to inspire the song. "It's never gonna go away, the tan of New York never goes away," she explained about always identifying with the city that bred her.

7. During the same special, Gaga opened up about her other inspiration — her fans — adding, "The biggest surprise to me has been my relationship with my fans. They've changed my life. The fans are the thing that you can't learn; they were the instrument in the music that nobody taught me about."

6. Always politically charged and motivated, Gaga has made it her mission to not only make chart-topping music, but also be a voice for the disenfranchised. When she sat down for "MTV First: Lady Gaga" in 2011, she explained that, despite her strong political beliefs, she wouldn't want to run for office.

"Well, first of all, I wouldn't want to be president for the day," she said. "And I say that because I really, for myself, it's important that my message, although it has political implications, I like to keep myself separate because politics can constrain things," she continued. "So, our message can be completely free of any politics, and we can just surge forward."

5. During that "MTV First," when she debuted her video for "Yoü and I," the singer discussed how difficult love can sometimes be and how her art explores that theme. "Sometimes in love, you can't make it work," she said. "No matter what you do, there's this giant boundary between you and someone else. So, that's what it's about: perceiving in your imagination that there's something magical inside of you that you can make it work."

4. At the 2011 VMAs, she pulled the ultimate costume change by appearing as her male alter-ego, Jo Calderone. Gaga, as Jo, took home the Moonman for her fist-pumping equality anthem "Born This Way." Afterward, Jo explained, "She was texting me after the award, after I picked it up for her, and she just said, 'You know, more than anything I've ever gotten before, this means more to me, because "Born This Way" is about the fans and the fans are more important to me than anything I do; more important than f---ing breathing, you know?' "

3. In late 2011, Gaga released her semi-autobiographical video for "Marry the Night," noting that history can be reinterpreted for her art, if need be. "This was one of the first times that the fashion didn't propel so much of the story line," she explained. "It is autobiographical, so the entire story's true, and it's through the lens of how I choose to repaint my past."

2. Behind every great woman is a great Haus. Gaga's famed, rarely spotted, Haus of Gaga are the folks who help create the live shows, fashions and accessories she wears. And they mean everything to her. "They're my best friends," she said. "I'm not really sure what the world thinks ... but I do hear things like, 'Who is the Haus of Gaga?' and 'Are you putting out a fashion line?' And no one gets it. It's not a commodity. It's not something that's meant to be sold.

"It's a real bond and relationship, and that's what I think music and art is about," she said. "They are my heart and soul. They believe in me, and they look at me like a mother and daughter and sister, with pride and love."

1. In the end, everything Gaga does is for her art, and there's no place Gaga feels more at home than onstage in front of thousands of screaming fans. "I don't see the live show as extension of the record at all, it's meant to be a completely different experience with the artist, with myself. I want my fans to come and go to a party," she told MTV News.

"I want them to watch the show and think, 'I'm so f---ing cool that I am here right now.' It's about them. It's about love. It's about art. The show is meant to bring a tremendous feeling and sentiment of escapism."

Share your birthday wishes for Gaga in the comments below!

Parsing the Pill's impact on women's wage

Tuesday, March 27, 2012

Although women continue to lag behind men in pay, the gender wage gap has narrowed considerably since the 1960s. Now a new University of Michigan study is the first to quantify the impact of the pill on women's labor market advances.

The study shows that roughly one-third of women's wage gains through the 1990s are due to the availability of oral contraceptives.

Published online this week by the National Bureau of Economic Research as a working paper, the study was conducted by U-M economist Martha Bailey and colleagues Brad Hershbein at U-M and Amalia Miller at the University of Virginia.

"We found that women who had early access to the pill in the 1960s and 1970s earned 8 percent more on average by the 1980s and 1990s than women without early access," said Bailey, an assistant professor of economics in the U-M College of Literature, Science, and the Arts and a research affiliate at the U-M Institute for Social Research.

Bailey and colleagues analyzed the careers of approximately 4,300 women, born from 1943 to 1954, using the National Longitudinal Survey of Young Women. These women varied in their legal ability to obtain the pill from their doctors between the ages of 18 and 21

"The difficulty of parsing the pill's effect on women's careers relates to the timing of its appearance," Bailey said. "By cause or coincidence, the pill's diffusion coincided with important changes in norms and ideas about women's work and the end of the baby boom."

Bailey and colleagues developed a novel analytic strategy to answer this question. After the U.S. Federal Drug Administration approved the pill in 1960, laws in different states placed different age limits on when women could legally obtain it. As these laws changed in almost every state in the country, largely due to reducing the legal voting age to 18, the inadvertent side-effect was that women could obtain the pill at younger ages. This meant that women no longer had to decide between looking for a mate (and the risk of pregnancy) and investing in their educations and careers. They could do both.

The researchers found that early access laws doubled contraceptive pill use among women between the ages of 18 and 20 ? precisely the ages affected by access laws ? but not beyond age 21, when the laws did not bind. Pill use by age 18 was 140 percent higher, and by age 20 was 43 percent higher than national mean use at those ages.

"As the pill provided younger women the expectation of greater control over childbearing, women invested more in their human capital and careers," Bailey said. "Most affected were women with some college, who benefitted from these investments through remarkable wage gains over their lifetimes."

Their analysis shows that nearly two-thirds of these pill-access induced gains in wages were due to increasing labor-market experience; another third came through to greater educational attainment and entry in non-traditionally female occupations.

But even these results may not do justice to the over-arching importance of the pill. "Our results may understate the pill's broader influence because they do not explore the effect of changes in access to the pill beyond age 20 and fail to capture the potentially large social multiplier effects," Bailey said. "The pill's availability likely altered norms and expectations about marriage and childbearing. It also likely affected the decisions of companies to hire and promote women."
